If you see the given numbers you will understand that it is impossible to get an even number as the result when you add 3 odd numbers. So we need at least 1 even number to get the total of 30.
Rotate the 9 to make it a 6 to get an even number and then you can get the sum of 30 as shown below;
13 + 11 + 6 = 30
