Let us consider the 2 sisters to be S1 & S2.
Then from the given information in the riddle we can write;

S1 = 10 + S2
Solving these 2 equations we would get the answer as;
S1 = 10.5 &
S2 = 0.5
There age of elder sister would be 10 years 6 months and younger sister would be 6 months.
