Answer:

Obviously first digit refers to month number.
Assuming Sunday = 0 Monday = 1… and so on
Lets assume a year starting with Sunday.
Now Second digit refers to the first day of the month in a normal year.
The third digit refers to the first day of the month in a leap year.
P.S. For clear understanding refer to 2006 (normal year) and 2012 (leap year) calendars.
