We will have to consider the worst case scenario which is 4 x 3 + 1 = 13.
Even if you get different color every time you will have to pick up balls for 4 X 3 times and that will make 3 balls of each color. Upon picking up one more balls you will get 4 balls of one color.
You will have to pick up 13 balls to be absolute sure that you have at least 4 balls of same color.
